Does anyone have this happening to them?

When I go to a website that is not completely loaded, I start scrolling down to read what is available. This only gets annoying when, after the pages loads, the page is reset back to the top. Any way to solve this?
Not happening on the Fox, so it is Palemoon-oriented.

Not sure if this is related, but for a couple of weeks now, when I go into my live.com email, and click into my inbox, after a few seconds I'm redirected back to the main page (the page after you log in). And when I click into the compose page, I'll get a message (after a few seconds) asking me if I want to continue to leave this page, as if I clicked the delete button (or any other button to exit). This happens 90% + of the time, if not all the time. This is the only website I have this problem with.

yeah and I thought it was just that site doing this, many pages would like partially load and then slowly load when I scroll down...
