you have to set these to true in additional to layers.async-pan-zoom.enabled in about:config:
- apz.desktop.enabled (wheel scrolling)
- apz.drag.enabled (scroll bar dragging)
it might cause a minor bug where just clicking on the scroll bar thumb making it scroll upward a few pixels, but scrolling is much smoother so i prefer this enabled.
do NOT set apz.overscroll.enabled to true, as it doesn't actually enable a real overscroll effect like Firefox Quantum but only causes visual glitches like fixed background images slightly moving at the page top/bottom or making texts blurry after scrolling.
edit: i also recommend to set apz.peek_messages.enabled to false

Critical note: using the browser with APZ is an unsupported and unmaintained configuration that has known issues, including potential crashes and security implications. So use at your own risk and YMMV.
