Refreshed theme! [Arctic Glow]

Once again I would like the preface that this rework I have done is of a theme from the early 2000's and I have no way of contacting the original owner but am still trying to get this out there.

This theme is called Arctic Glow and has been a work in progress to get it functional on pale moon. I figured I would share with everyone the current state of where its at and let everyone have a chance to try it out and use it.

If others want to continue work on it, feel free. The scr has a ton of unused icons ready to be applied.

I have gotten it to work for the most part but it does have some minor UI graphical issues.

I did make some minor edits to fix some things and it may or may not have worked, but as I mentioned earlier, It's functional for now.

Once I get most of the minor UI issue is fixed and it is basically working, I will be sure to do that.

There are still a lot of unused icons that idk where im going to put, and as I said before, some minor UI issues thay I'm figuring out.
