1554730582872 addons.update-checker WARN update.rdf: Update manifest for pdf.js-seamonkey@lakora.us did not contain an updates property
This error message from starting Pale Moon 28.5.0a1 (64 bit) (2019-03-26) in the terminal suggests an issue with PDF Viewer 2.0.516 described here:

Also on the Add Ons page the link is wrong, the latest (newer) releases are here:

Perhaps you are just supposed to update the PDF viewer manually though, I could do that instead.

Isaac Schemm's PDF Viewer is not listed on APMO, so yes, it needs to be updated manually.
(To my knowledge, only extensions that are listed on APMO will integrate with the Add-ons Manager to update automatically; "listed" here can include external listings, but those require the author to specify an external update url).
If you want to request Isaac Schemm to list on APMO, point him to this page.

What "Add Ons page" ?
If you're referring to the page for Moon PDF Viewer for PM 27, which does suggest using Isaac Schemm's extension for PM 28, the link provided there is the same as yours.

Tools > Add-ons > Extensions > (press MORE button on PDF Viewer 2.0.516)
and the link shown is:
https://github.com/IsaacSchemm/seamonkey-pdf.js/
which gives a 404 error on GitHub.
That is with the old outdated version I have installed, perhaps updating it would change that. It has been working OK to read PDF's and I hadn't noticed this before. I will contact Isaac to let him know, and update manually, which is no trouble anyway now I know I should do it.
There was another similar warning mentioned here:

but that was for a javascript switch add on.
and the link shown is:

which gives a 404 error on GitHub.

I have now updated - this was very easy, if anyone else wanted to do this manually -
go to this page:
https://github.com/IsaacSchemm/pdf.js-s ... /releases/
Click on the relevant pdf.js.xpi for the latest version and select install add on in the Pale Moon helper window that appears, restart the browser and it's updated.
(The link in add-ons is still to a 404)

EDIT: Looks like he actually did fix it three months ago, he just has not released a new version with the fixed homepage URL yet.
