How do I prevent Palemoon loading with Release Notes of update when I have settings for a Blank Page

Up until the latest update Palemoon always loaded with a blank page but now it loads with the Release Notes even when in safe mode - so it cannot be any extensions or plugins.
There is nothing in my Profile which has been altered or adjusted so I am at a loss as to why the Release notes keep loading on startup.

I have had to resort to using the Portable version with my existing Profile because it does not exhibit this annoyance.

Any idea why that entry in about:config showed 4.1.7

Normally this preference contains the current platform version.
