Pale Moon triggers Windows 10 controlled folder access

I'm new to using Pale Moon, and I sure the browser isn't doing anything nefarious, but it tries to access '%userprofle%/Desktop' on launch which is blocked by Windows 10 controlled folder access. I thought it was attempting to create a desktop icon, but allowing access didn't seem to do anything. I'm just wondering what the browser is doing.
