Palemoon start page

The problem I have is that despite having a "blank page" listed in Options/Startup Palemoon starts up loading the Release notes.
I want Palemoon to start up showing a Blank Page.
How do I ensure that this happens?

I don't whether the following has anything to do with the above - With Palemoon x64 update to v27 every time I open Palemoon it briefly shows a small page which seems to be like the page shown when you activate an update - I can't be sure because the page is shown to quickly to see exactly what it says. I don't recall this appearing in previous versions.

You could try this, type about:config in the browser address bar then search (using top search bar) for app.update.never, if you see any of prefs starting out with this followed by .##### (note: application numbers would be where the ##### is located). For those that you see listed do a right-click on them and select "reset". Don't know if this will help, but it won't cause a problem resetting any of this pref that you find.
