How can one either turn off or adjust the opacity of drop down menus that are presented when clicking on a item in the main menu bar or the bookmarks bar. Mine are so transparent that i can not read them clearly as the text is obscured by the content showing through from underneath???

Change your system theme from Oxygen to GTK+ for a quick fix.
This has been addressed in the theming engine upstream, but depending on your distro you may not have it yet.
