Hi. My last (and first) post was not published yet, so, you can skip it if this is not important.
I found the problem to fix the issue with "Sa&ve files to - always comes back to &Always ask"

In Palemoon\Palemoon-Portable.ini
Changed from
DirCreate=%MOZILLA_PLUGINS%|$Download$|$Backup$\$AppName$
to
DirCreate=%MOZILLA_PLUGINS%|$Backup$\$AppName$
