Is it possible to convert this plugin to Palemoon?

The link which you provided is not to a plugin. The link is to an extension. And if everyone wanted one of their favorite extensions built into Pale Moon, the browser would become very large and bloated in my opinion.

Use a goddamn adblocker to block unwanted javascript instead of an extension for everything. This is the kind of lame technology you prefer to XUL? :roll:
AMO is full of individual use case WebExtension spam like this. For instance, Firefox has had container support for a while now yet you'll find multiple extensions offering 'run site xyz in a container' as though you can't already do that.
