Display a reminder as default text for new posts?

Some reddit subs have this feature - when you try to comment, the comment box is pre populated with a reminder to follow the rules, or include necessary information if it's asking for support.

Seems like such a feature would really help here, given the number of newbies posting questions without any information, be it just the URL in question or the browser troubleshooting info. Is there a plugin or something to pre populate the post textfield?

This forum runs the phpBB forum software and in order for that to be achieved you would need a specially cratered extension for it.

If it can help stop the habit of reporting broken sites without mentioning the site in question, it would be worthwhile.

There is no solution for PEBCAK.
If people don't understand the basics of asking a question on a forum, then it will just need guidance. Maybe they learn if they have to come back several times before even a basic answer is given due to their own omissions.
And seriously? I will not annoy the ever living hell out of everyone else with every post just because some people don't use their brain. We already see way too much of that everywhere these days.
