On 30.08.2019 the Linux Download page contains the version 28.6.1 description and tarball instead of 28.7.0.

There hasn't been a notice that the new Linux version is available yet. They must still be working on it.

Apparently Travis is busy with some thing(s): https://forum.palemoon.org/viewtopic.php?f=37&t=22761#p173031. Hopefully it will be released soon.
