Tools → Preferences → Content → Pop-ups → Exceptions
HTTPS pop-up sites although recognized, are recorded simply as HTTP pop-up sites. Access to recorded HTTP pop-up remains disallowed UNLESS user manually over-rides the pop-up exception list by specifying HTTPS.
