Are you running in Private Mode?
Do you have PM set to clear history (or more generally, clear Private Data) on shutdown?

Were you using an earlier version of PM?

I think history is stored in the profile:
.moonchild productions/pale moon/xxxxxx.default/places.sqlite
I had this on PM27, this mostly annoyed me because address completion had stopped working in the address bar, as it didn't remember anything from before. I resolved it by doing cp -a "./moonchild productions" "./oldmoonchild productions" and restarting Pale Moon to create a new profile. Then I had to redo my settings and reinstall add ons, history works again. Possibly you could try only deleting the sqlite file(s) (there are some others in that dir) and see if it works.
places.sqlite was large and had been recently written to according to file modification data but was apparently not being read, I only had history for the current session. I think it must have been corrupted or an incompatible sqlite system library update had caused a problem, that was my theory any how.
Wait, it's all Ohio? Always has been...

Open PM in Safe Mode.
Browse around.
Confirm that History is maintained (during the session).
Quit PM.

Restart PM in Safe Mode (again).
Is that History still there or is it missing?

For reference: places.sqlite.

Thank to all, I've solved it by renaming places.sqlite.corrupt to places.sqlite

(If it was .corrupt, it was corrupt for a reason. Better to have deleted places.sqlite (with PM closed). A new places.sqlite would be created on browser start. [And of course if you delete it, all the information stored in there is lost; bookmarks, history...])
