Had a look at Manjaro and installed it in a vbox.
manjaro-xfce-17.1.10-stable-minimal-x86_64
PM is in the repos (Ver. 27.9.2-1), so I installed palemoon-bin and palemoon-18n-de, but failed to switch to German menu.
German language is in add-ons and activated, but PM stays with English.
Also tried to chance PM language by setting general.useragent.locale to de-DE in about:config did not do the trick. After restart PM stay on English and refused to speak German
Finally I purged the PM, that Manjaro ships and used the PaleMoon.sh.
That did it. Seems a bit stange .....
