Themes do not theme about:plugins
Why do none of the 9 themes I added to Pale Moon change the colours in the about:plugins page? I changed the background colours in most of them to fit with the colour schemes of the themes themselves (which I also modified), but it did nothing to about:plugins. Even Walnutty, which uses wood-grain images as backgrounds did nothing to about:plugins.

What do I expect to see? I expect to see the colours I put into plugins.css in the about:plugins window. That works with SeaMonkey and it worked with Firefox.

So, for example, you would like to see something more like this in the Walnutty theme:

That's from SeaMonkey 2.48 (after being converted because maxVersion is 2.36).
(Of course, you'd like it without the bug that mashed up the Version and State entries. )

It looks it's from Firefox, because Firefox deprecated NPAPI plugins. That is what that message with the grey background is about.
You won't see that in Pale Moon. See also this glossary

I have SeaMonkey 2.49.1. I did have to do a little bit of fixing for third-party themes, but they are fine now.

Sorry for the delay, but I'm not sure I follow. Walnutty in particular already styles about:plugins just fine.
As for others, a lot of them will be taking from the browser's built-in styles. Others will be using styles very similar to that. If you want to edit those, you could use either Stylish or userContent.css.
Have you tried with other add-ons/stylings disabled?

I see the problem now. It is using the toolbar button from MR Tech Toolkit that causes the different theming, not about:plugins itself. The URL it uses:
chrome://local_install/content/plugins.html
The strange thing is that did not happen with Firefox or SeaMonkey. The window for the plugins list was themed there.
I wonder why the button is not just using about:plugins? The about:config button uses about:config as the URL. I guess I'll just use a bookmark and remove the button.
