I think the easiest way would be by using Sync.
- Install Pale Moon on a desktop PC
- Set up a Sync account in it with your e-mail address and a chosen password (don't forget it!)
- Use the "easy setup" method to pair both phones to the desktop installation

Affirmative. Anything added (synced) to desktop bookmarks are contained in a Mobile Bookmarks subheading.
You do not have the required permissions to view the files attached to this post.

The new phone initially seemed to download the synced bookmarks from the old phone, but now it only seems to be able to access my desktop bookmarks. Help.

Considering it was over 2 months since your last post, I thought this was solved. Are you still synchronizing the old phone? If not, then that would be why: Pale Moon sync is not a backup server; it's for synchronizing data between actively-used installations.

(This is a new new phone. The last one was a lemon and broke before I got around to synchronizing it with the old phone)
So you're saying that I should disconnect the old phone from the sync account now that it's been connected once in order to get the old phone's bookmarks onto my new phone?

No, I was saying that for Sync to work, you have to have both phones linked, and you have to make sure you use both phones -- if you stop actively using the old phone, then the Sync server will eventually stop carrying its data, and the new phone will no longer see it.
If there's an issue and it doesn't work right now, you can always try un-linking and re-adding the phone you don't see the bookmarks of, to force a synchronization and refresh of the device on the server.

Is there any way to download the data permanently?

I tried unlinking and readding a couple of times, I still don't see the bookmarks on the other phone.
