I am very thankful to this forum because i have found the solution instantly:
The site: https://www.ibm.com/docs/en/.. was ot opened properly (broken css), I came here, search for IBM , found the solution as a modify http response line:
[["www.ibm.com",["/docs/css/style.css",["margin-inline:initial","margin-inline:"]]]]
and all fixed.
I ma posting this in hope tha it might be helpful for others to search the forum first for the solution or discussion.
