Cannot give any further diagnostic because the problem occurs on a disabled friend's computer (anyhow the error console seemed empty).
He is using latest Pale Moon on Windows. I use Pale Moon on Linux with another branch of the same bank chain, and have no problem.
The problem appears as follows. Once logged in on the bank site, one can go the "Archive" section, from which one sees a list of all documents availabler for download. When one clicks to go such "Archive" section, one sees all documents (non clickable) behind a gray semi-transparent foreground, with a turning spinner.
I suppose that occurs while some javascript is loading something. When all goes OK, the spinner stops and the gray shade disappears (this is very fast for me, somewhat slower for my friend) and one can proceed. Sometimes the spinner continues forever (on my friend's computer) with no active buttons in the page (one can not even logout ... one has to close the tab).
Today we needed some documents, and the last resort was, regretfully, to use chrome.
Any idea for a better diagnosis of the issue ? I am not seeking a more complete help since the site is behind a login wall. I would be content to find why the gray shade remains forever. Some about:config timeout to update ?

It's possible the site's script is taking an unreasonably long time, resulting in Pale Moon considering it unresponsive and automatically stopping it.
To check this, go to Preferences -> Content, and uncheck "automatically stop unresponsive scripts". Try the banking thing again. if it was an automatically terminated script, it should now pop up a dialog box allowing you to stop the script or continue waiting. If this is the case, then, for a more hands-off future, check the automatically stop option again (so you won't get issues on misbehaving sites you might visit) and adjust the timeout in about:config by setting dom.max_script_run_time to a larger value (in seconds, default is 15)

Thanks. I have no access now to my friend's computer (I'll go there every 7-10 days).
On my system it is set as you describe. But I have no problems, and I use a different branch of the same bank group ... sone code might be common but the look-and-feel is not exactly identical. Instead of the Developer Tool->Error console I tried Web Console. Last time I tried (on my system) it gave me a few "unreachable statements after return" or something like that.
I'll keep your note for my next visit.

From what I gathered from your description, your system is more powerful, so it's possible/likely that it only occurs on your friend's computer because it takes longer on that system. Might be my PC is newer, definitely mine is Linux and my friend's is Windows. My network connection is via a router with a SIM, his is wifi to a fiber router. His bank branch is the "normal" nationwide one, while mine is "private", so possibly their computing centre is busier with more requests (that might explain the apparent slowness). Also, if that's makes any difference, I navigate in a private window. As I said I might do some tests whenever I go there.
I noticed that what appears as a "gray background while loading" is something which has recently become fashionable on several sites (e.g. newspapers) ... at least in some cases it can be actually an overlay and not a background. Sometimes on those other sites could be removed using JustOff "remove overlay" addon.

Also I'm not sure about his adblocker configuration (if he has one, it would be the "default" ... definitely not a customised uBO as I have). Could be an interference of adblocker and the GDPR cookie warnings. Life is getting annoying on many sites (recently, see thread on smartcards, the procedure to activate "level 2" access for my identity card failed with timeout on the last step. When I disabled adblocker, so I saw the ookie messages and accepted them, it proceeded (but I'm not sure it was a chance, or maybe an effect of a wrong password check).
