Phoebus site will not let me update a theme

Phoebus: https://addons.palemoon.org/panel/ will not let me update my theme. I have tried everything I can think of and nothing works. It will not comply. It says the slug or the add-on file is not available. I tried five other browsers. None of them works. Maybe I need some kind of verification code? I have no idea where to find that.

I cannot select to copy anything from the error console. There is no way to do that.
