On https://blog.quarkslab.com/ there is no scroll bar and scroll wheel doesnt work in Palemoon.

This is Issue #2853 (UXP). See this forum post for a workaround.
In the meantime please ask the webmaster to fix their styling for html, body in their custom CSS. overflow-x: clip; needs a corresponding overflow-y: auto; per spec if they expect scrolling; they should not rely on mainstream behavior which always defaults overflow-y to auto and therefore violating spec. What are they trying to achieve with a clip on the html and body anyway? It doesn't make sense whatsoever.
