Possibly you just have these cookies? Accepted before?
My settings are to remove all cookies after closing PM. So this kind of pop-up appears everywhere every time.
I'm using Linux by the way.

I tried clearing cookies after I visited the site, walked through the pages and the popup did not appear. It does not help.

I don't get those. I visit Phoronix fairly often, but I delete all cookies with the Crush Those Cookies extension. I'm also using the eMatrix extension to limit javascript and cookies and ads and so forth.

If I create a new, clean Pale Moon profile with no extensions I still don't get an accept cookies popup, although without an adblocker there are a ton of annoying ads.

Are you in Europe by chance? Maybe Phoronix is displaying an accept cookies popup to European IP addresses to comply with the GDPR?

Most likely

And, hate to say it but a lot of these GDPR popups are programmed in terrible ways/thrown together in 5 minutes and only tested on Chrome/outsourced and websites tend to be unresponsive to complaints about them.
The stupid thing is that these popups are generally pointless, not needed half the time, and don't even address the issue of tracking because the sites that have them generally already did the right thing before GDPR was a thing.

Yes, Europe, Poland. So i have this pop-up, you don't.
It stopped to work correctly few months ago. And... probably and sadly nobody from Europe is using PM with phoronix.com :)

From an European IP address:
With cookies disabled - no popup.
With cookies enabled I get the popup. However, as soon as I click "Disagree" or "Agree" the popup closes.

It still doesn't work with clear profile.
But it does work with cookies disabled. Is there a way to disable cookies just for some sites?

Pop-up closing not working could be possibly related to firewall. Or something similar. I see now that phoronix.com cookie is stored in PM. But it doesn't prevent pop-up. So I think maybe something more is required and blocked and this is why this pop-up cant close.

I've done tests which Seamonkey and Firefox. SM behaves the same way as PM. Firefox works ok.
I'm not going to complicate, possibly nothing important. But PM and SM are compiled from the sources on my machine (I'm using Gentoo) but Firefox got as binary but from Gentoo repositories.

You should probably try the "Polish Cookie Consent" extension for Pale Moon then: https://addons.palemoon.org/addon/pcc/

You do not have the required permissions to view the files attached to this post.

Thank you @andyprough, installed, nice extension.
Another extension solved the problem. "Cookie Permissions Button" - I can now block individually.
It is probably shortcut to your @Kris_88 solution :)
