Paypal.com - Unable to "Link a Credit or Debit card"

As title, affects all UXP browsers regardless of useragent. Nothing in browser console or error log.
Affected URL: https://www.paypal.com/myaccount/money/cards/new/manual

You just see this after spinning for awhile:

Confirmed working in Chromium and friends. Will e-mail PayPal and see what they say (if anything).

Ive had that error before..
If I remember correctly it was either my cookie settings or some privacy related extension.
I wouldnt use a VPN either :)

Well he does use VPNs and Tor and sets crazy settings for prefs. He's stupid.

Since my card company sent me a new card last week I just updated my Paypal account and had no errors.

Since I was CCed to the issue at paypal, I can inform people here that it's not a technical issue with the browser.
We have reviewed your account, and our back end logs, and were able to determine that PayPal's internal security system is blocking the bank. The Technical Support team is unable to assist with this type of issue.

What's very interesting is I have two PayPal accounts accessible to me from two different locations, the same error occurred on both of them in UXP (Tested in IW and PM). Upon using Chrome it works without error, so I'm calling BS on that response. In both instances it was a newly issued bank VISA which that was sent. I would follow up further but they already closed the support ticket. Seems like they just assume Google Chrome is legit and other engines face closer scrutiny.

Yeah I did, made no difference. My native IP is dynamic so maybe they hate that too.
