The page barely scrolls at all when using mouse wheel. Works perfectly fine under Firefox as usual.

Please investigate.

They use a scroll-linked positioning effect. As in: they override normal scroll behaviour with their own scripting-based page positioning.
Complain to Bethesda.

Scrolls just fine for me using the scrolly wheel, no probs at all, OPs setup maybe though.
edit: I am using smooth scrolling, and it is smoooth.

They must have changed something recently because just a month ago or less all pages behaved a lot better.
Why does it still scroll normally in FF though?

I don't use smooth scrolling but the above link scrolls as expected on my end.

FTR I can reproduce the issue myself, so it's certainly a problem, but I'm not sure if we can do anything about it on our end.

The scrip at this location seems to be the problem.

You can block it and it will restore scrolling, but the top navigation bar won't auto-hide when you scroll down.

What's this called in Windows 10? Could it be "enhance pointer precision"?

edit: ok it's not, the page still doesn't scroll for shit.
It's still puzzling how it scrolls normally for some people.

"not using smooth scrolling" is a setting in Pale Moon.
Preferences -> advanced -> scrolling
Disabling that is a workaround for this issue, for now.

And how does that help us? You're clearly not using a stock profile so you've changed things and not knowing what you changed your post is not helpful. The page doesn't even look right because it's missing part of the navigation bar at the top.

Are you blind, or maybe stupid ? Page looks-and-scroll similar PaleMoon x64 and Vivaldi x64. and yes - clean PM profile is the same.
... issue this page is not a scrolling, but .. i am sorry, i can`t explain in english.
Проблемма этой страницы не в прокрутке. А в том, что там почти невидимый "снег" на фоне летает и сжирает всё процессорое время. У меня да, уже давным-давно забиты настрйки в user.js

и в PM у меня нету снега.. а в Vivaldi есть снег на фоне. И Vivaldi сжирает 40-50% процессорного времени на этой странице. Но прокрутка нормальная.
Голый PaleMoon тоже-самое, примерно до 50-60% проц.времени из-за этого снега на фоне.
А вот , если запустить ещё что-нибудь, открыть оба бравзера с этой страницей, то да... начинаются рывки при прокрутке.. но это не потому что прокрутка, а потому что процессор на 100% загружен и не справляется.

I think it`s a site. Stupid background snow-effects, eat all the resources.

Did you really have to insult me?
In your later posts you pretty much talked about a workaround, which implies you migh eventually FIX it, further implying it's not just a site doing something differently.
I might be a bit slow, that doesn't mean you have to get all jumpy just because someone got confused by different posts.
