Introducing the Publicly Acceptable Web Standard, aka PAWS. We start from HTML 4.01 Strict, and then do nothing to it because that was Good Enough™.

The HTML 4·01 validator is still there for us to use. I fully endorse this proposal. Nothing stops us.

Is the joke about using a static set-in-stone HTML 4.0.1? Because the other statements (disregarding PAWS) are truthfully tragicomic.

I don't think anyone has said that standards shouldn't be updated or changed. Just that the pacing, and partisan control, is way over the top.

This is definitely intended to be self-aware "better times" cynicism and defeatism, mixed with a little XKCD #927.

At the risk of spoiling everybody’s fun, I have said this before, if perhaps not here. I would much rather standards be fixed once and for ever. I look with awe on how Egyptian artwork remained unchanged for thousands of years. Others are free to disagree, but the love of permanence and stability are too deeply etched in me.

Oh yes ... we astronomers have a data format called FITS which was established in 1979 and augmented in a way not to invalidate old data ("once FITS forever fits" :D). This raised even the interest of the Vatican Library for digitized manuscripts ...
