Does it make sense to replace the matrix in the Acer VH271U monitor or is it better to buy a new monitor?

That's for you to decide based on what it would cost either way. Only you can figure out what it would cost locally to either order and replace the part if available, or ditch it and buy a new one with similar or better specs.
