Need help with graphics card for gamer son

My kid's laptop bit the dust recently. I bought him a renewed desktop but unfortunately it does not work well with the video game he plays, World of Tanks. On the laptop, he would get about 60 fps on the game, but on the new desktop he's only getting around 24 fps. I found a refurbished gaming computer on Amazon that comes with a NVIDIA GeForce GT 1030 graphics card (specs here). I can't figure out if this card will give him 60 fps or not. Can anyone knowledgeable help out? What am I looking for in the specs?

A GT 1030 is pretty old and also low-end. I wouldn't spend money on a system with that in it; likely you won't get near 60 fps regardless of game.

Yes, but 1030 just won't cut it anywhere but (at this point) very old games. Even 1050 Ti is questionable.

It doesn't rely on GPU only either, but CPU, RAM (GPU RAM and Virtual RAM too), and what settings are configured within WoT. Like not having it on Ultra and applying VSync, for example.

Well, it's technology from 2016, he can do retro gaming with it, but not much more :)

I figured when I read 2016 it would do well.

Why? Starcraft 2 came out that exact year and albeit with some trouble, I can run it on one of my ivy bridge thinkpads it has quad core.

If that sucker can run stacraft 2, 2016 graphics card should be more than adequate for world of tanks which is from same year.

Although, I ran starcraft 2 at low settings, so there's that. ;)

Anywho, it was wise you moved forward with buying it for the above reasons I believe.

I don't know why you would think this, desktop graphics do way more than laptop ones. Like 4+ years ahead of laptop graphics it least imo.

It's possible if the graphics settings are set to the lowest possible (that can be a good idea for competitive multiplayer gaming, which I guess WoT can qualify as), and Vsync is turned off. Such games are usually very optimized in their graphics because they have gamers who play with high-refresh monitors which can go from 144Hz to even 300Hz. In that case you would be bound by the limitations of your processor, not the graphics card.
