In the end, I convinced my friends to pick up a Sceptre-brand normal television near the sizes that I mentioned in the original post. It was the only easy-to-obtain normal television of that size that didn't require a lot of investment and tinkering to get into a state where it would be able to be used for everyday television use.

They are enjoying the Sceptre-brand television quite well thus far. Just to cover all of the bases, I suggested to them that they get the extended warranty and hold onto the box and manual.

Thank you for your advice and suggestions, everyone!

I did not want nor need a smart or large TV. Just one compatible with the new DTV standard used now in Italy, and fitting in the same piece of furniture as the not so old 26" Sony. Apparently nobody manufactures such small ones any more, I had to get a 28" LG (which incidentally should be smart though I use it as dumb) and (about 210 months ago) come 3 or 4 times in some 3 weeks to the shop of a major chain, because they would not book an order until they had a supply in store, and the few which came in were promptly sold out.
Incidentally, though smart, it was cheaper than the old dumb one.

Yeah, at that size they really only make computer monitors these days. An average computer monitor is now around 27". Some models do come with speakers, but the big downside is that it doesn't have a TV tuner built in, and that's where they "get you," so to speak, and that's what really limits most people to the smart TVs on offer. Especially if your country recently adopted a new broadcasting standard, because that would preclude older sets as well. But basically, if you can get a separate TV tuner that plugs into HDMI, a set of speakers, and an LCD of some kind to hook it all up to, you pretty much have a makeshift TV.
