Do a few web searches; i'm sure you can find some of the many articles out there about it, with links to the actual studies or published papers about it.

I keep such a library. Any page that teaches me a curious fact gets a bookmark, and I keep PDF for reference.
For anyone interested, here is one overview with open access. Proposed models here treat the network itself as incidental:

I tend to research many things at once and will fire off one-shot web searches for questions that pop into my head alongside it. If I were to bookmark/record every casual interest, the size of such a library would be unmanageable, not to mention the fact i wouldn't get around to half of what I'd be doing if I were to actively record all these things. My brain does a good job of storing that kind of information; I have neither the time nor the inclination to obsess over archiving everything that has my casual interest or answers a single question i might have over time.

And if I forget down the line... then it obviously wasn't of sufficient importance to remember/record/archive. So the library would have a lot of useless information in the end.

Yeah... this is not going to do anything good if it were to pass.

We already have way too much spyware in the usa, to the point where I have an inkling feeling, that if someone became a dictator/authoratarian, regardless of their affilation, it would be very troublesome.

Long story short:

In the short run, its like playing whack a mole to get rid of all the moles...

In the long run, its about complete control over those who disagree with you...

Aka, not talking about you, but yeah...

This is some scary bullcrap.
