Is there a fee to use the new YouTube design? If so, how much will I have to pay to use it?

I just came from YouTube. Searched for any new surfing videos. I did not see any new design for YouTube while on was on it. But I do not have an account with YouTube either.

Exactly what I had in mind, when I saw that the account was created couple of hours ago.
