https://developer.mozilla.org/en-US/docs/Web/CSS/::part

If not, is there any way to make Palemoon to not skip entire ruleset but only ::part selector?

The ::part CSS pseudo-element represents any element within a shadow tree that has a matching part attribute.
This is literally wanting a scoped style (which we support), that allows you to do this without so much as touching JS.
