Washington D.C: An open source web browser known as Pale Moon has been ported to the 1989 Macintosh SE/30 rocking a 15.667 MHz processor. This work was done by the United States government. According to representatives this was done so they could put off a system upgrade for at least ten more years, saying they had more important things to do, such as rehabilitating Major Biden, the president's dog who has bitten secret service agents on a daily basis. An official said: "This is nothing new to us. We are really good at postponing technical upgrades."

I think you mean Classilla. Yes, I have heard of it. It was for Mac os 9 on PowerPC Macs, which are actually newer than Motorola 68k Macs (a modern graphical browser for those would be impractical, if not impossible). Its development has halted though. I think it was fairly functional in its early days. I suppose as time went on, the web was advancing too fast for its developer to keep up, since even from the beginning it wasn't exactly up to date.
