Microsoft Print to PDF stopped working

Not sure what is causing this, but using Microsoft's Print to PDF printer has stopped working since fairly recently. It works in Edge. I've removed Firefox but I think it failed there, too. I tried setting it as default and also disabling/re-enabling it ("Turn Windows features on or off").

I suggest using a virtual printer instead of an extension, e.g. PrimoPDF. That way the browser can treat it like any other printer out there.
Combine that with e.g. FireShot to get "as-displayed" print layouts, and you should have all the options you need.

This is a virtual printer (Microsoft's in-built for Windows 10), not an extension. It could be a Windows 1803 issue though.

Ah okay I misunderstood.
Could you create a GitHub issue for this with the exact error thrown in the console? It seems there's a problem getting the printer settings and that might be fixable/worked-around on the browser side.
