In Pale Moon 28, the "Forecast & Weather on the Button" extension's toolbar button works correctly only with the Default theme. And apparently not correctly with any other complete theme. In Pale Moon 27, "Forecast & Weather on the Button" works correctly with all complete themes. "Forecast & Weather on the Button" is an sdk extension using "sdk/ui/button/action" as its toolbar button.

OK, I've found what's doing this; seems a selector changed. I won't be able to get updates out for all the themes for a little while, but until then you can use this in either userChrome.css or Stylem:
