Tested with 28.0.0b3 both with default theme and DarkPitch. If you set a lightweight theme/persona and then open a new private window, that window will not load the lightweight theme. You can't even set it after opening the private window.
Doesn't seem to be some addon's issue since I tried both in my main installation and in a brand new portable install.

I was going to say this has always been how it worked in Firefox, but I just tested with the various Firefoxes I have installed on my laptop, and it seems this changed somewhere between 45 and 56.
