The video works for me on Linux Mint 18.3 with a fresh build of PM 28.0.0b3 64-bit from tip (2018-07-13).

No issue on Windows 8 - i suggest you clear your cookies, and check with all add-ons deactivated

One warning; these settings apply to ALL webpages...
"media.autoplay.allowscripted" set to true
"media.autoplay.enabled" set to true
...allows autoplaying HTML videos (including ads) on any and all webpages. I prefer clicking 2 or 3 times on Youtube videos, versus autoplaying ads everywhere.

Just as a point of information, Pale Moon 28.* doesn't have that specific setting.
(I don't know if it's planned (or needed ?) for PM under UXP.)
The default settings to control autoplay in PM 28.* are these:
