Probably a part of the WebGL subsystem that gets initialized. Pale Moon, after all, does natively support 3D graphics.

I renamed the executable and removed them from pnplockdownfiles in the regi.
It still shows the handle though
I noticed an improvement just everywhere

AMD has been bundling alot of crap in the drivers these days, even if you install from the device manager.

When I had ATI/AMD cards ~3-8 years ago, it wasn't too tricky to jury rig a method of installing only the basic drivers for video/gaming/HDMI(/sound): https://www.sysnative.com/forums/window ... -only.html (although the base tutorial article referred/linked to now appears to have gone AWOL) the more recent posts there should give you some clues.

[There are more recent Nvidia drivers-only/no telemetry tutorials/utilities discussed on Ghacks that work great for my current card, I've not seen one for recent AMD installs anywhere but again, those should furnish you with ideas or search phrases.]
