Ctrl-L (Open Web Location) doesn't go anywhere

Ctrl-L (Open Web Location) doesn't go anywhere

Noticed this problem in PM 28.0.0a2 (64-bit) (2018-05-26) in Ubuntu 14.04:
  1. Hide Navigation Toolbar
  2. Enter Ctrl-L for Open Web Location dialog
  3. Enter any URL and hit Open button
  4. You are not taken to site; nothing happens.

As with Ctrl-L, the Open Web Location dialog opens, but then the Open button doesn't do anything. There is an issue open at github: https://github.com/MoonchildProductions/UXP/issues/434

oh i didn't know both Ctrl-L and Alt-D invoke the same dialog when urlbar is hidden
