Have you tried a clean profile/safe mode? Is there any errors in the Browser Console?

Works for me -- also, the bookmarks toolbar is enabled by default in Pale Moon, you shouldn't have to enable it.

I upgraded to the v28 version so my v27 browser profile has been upgraded.
Usually i don't use the bookmak toolbar so with PM 27 i disabled it.
I guess that i need to enable the toolbar if i want to use it even it's enabled by default.

Customize Toolbar is your friend
