Works just fine on Mint 18.2 Cinnamon (and Win7, of course).

After further research I see problem only arises when MozArchiver1.0.2 is enabled. That add-on is the only reason I have to use File>Open File.
What is the current status of MozArchiver?

It seems MozArchiver isn't compatible with PM28, you need to disable it until it is fixed.
