Unstable 28 Alpha 2: problem extensions
Testing the new Pale Moon 28 Alpha version, these are extensions that don't work at all, or partially work:
Cleanest Addon Manager: Text becomes extremely small (ok on v.27).
SearchLoad Options Revived: Doesn't seem to work
Tab Utilities Phoenix: Doesn't seem to work (at least multi-row and mouse hover do not work)
IDM extension (Internet Download Manager): does not install/reported incompatible (idmmzcc2.xpi in IDM's install folder)
DownThemAll 3.0 (Beta 5): see below
Everything else seems to work fine.

I am using "SearchLoad Options Revived 0.7.4.2" and it seems to be working for me.

The searchbar is not cleared and the search engine is not being reset. The options on the right (Tabs) work ok.

Off-topic:
64-bit, but I think you are right, I was testing it the wrong way. You need to press enter (perform an actual search) for both these options to work. Seems strange though (extension bug?). It behaves this way in v27 too, if you just enter text or change the engine without pressing enter, it won't work.

Yes, you are correct, I noticed that also. It could perhaps be a settings issue.
My guess is if selected and you leave some text in the bar, it may think the bar is
active due to the text still being there and thus waiting for you to finish the search.
Just a thought.

I sat on the last (pre-australis) compatible beta v3.0 for pm 27. *
As such there is no reason, the addon migrated from the old unstable branch with the update

Also, about Tab Utilities Phoenix I don't really know who to contact. Looks like it's been recently updated/adapted, but the GitHub/mozillaZine links are very old, or irrelevant. It's not clear if someone maintains it over here.

I'm happy to hear there are Tab Utilities Phoenix users (besides myself) interested in its UXP compatibility status! As the extension's maintainer, I have posted a new topic seeking help on the matter: Any assistance would be greatly appreciated
I've also noticed the DownthemAll issues, which I'd like to keep track of and I will try to test other addons when I get a chance.

Self-Destructing Cookies for Pale Moon 1.0.0 - installs but that's it. OTOH, not needed because Crush Those Cookies is still crushing them.
About-Addons-Memory (converted with Moon Tester in PM27) installs but that's it.
SSleuth nearly completely works now (DDG gets a 10.0!), except for TLS version (wants Fx 29+), same in Basilisk. Not a real problem since TLS is in the browser's popup info, but has me wondering if there is a way to fix it other than modifying extension code.

Decentraleyes 1.3.10 for PM - works in clean profile but something in a normal (for me) profile is messing with it but yet it works in Basilisk with almost all the same extensions and settings tweaks. No errors in the Browser Console, but noticeably the request for the googleapis resource doesn't show up in uMatrix like it does in the clean profile. I know I'll have to find the cause myself but if anyone can think of any clues that would help.
