This seems like a deeply concerning change to me.
Do you have any plans to provide a separate tool for importing bookmarks from HTM files?

What am I missing here?
Doesn't this mean that we won't be able to import bookmarks from HTM/HTML files from 'Library' > 'Import and Backup' anymore?

OK, that's good to hear, because the importing of bookmarks from HTM files was the feature that I was concerned about. :)
This is is still a problem for the UXP branch, and makes Pale Moon hang for several minutes.
Should I file a new report for this particular issue under UXP @ GitHub then?

Browser migration wizard = proprietary hooking
Import from files (HTML, JSON, XML w/e) = open standard
We need to support only second option.

Sorry Adesh, but importing from file is a convenience feature not described by any standard.
All of this is proprietary -- the differences is that the migration wizard not only has to know how to import this data, but also has to keep track of and deal with other browsers' internal storage formats for these things. That is what we're dropping here.
