In some cases it will, though.
The global preference will take priority over everything else, but the browser has some "built-in" overrides which are used to make some site work without having to manually add them. You can see them in your picture of about:config.
By setting a global override you might trip on those sites as the user agent is different than the "known good" one.

No they will because there was a reason the preference was renamed. To give morons a chance to rethink their reasons for using it. But morons are gonna moron around. So leave them I guess.

Maybe we need to make the global preference temporary and reset it every start. Just depends on how stupid people want to be.
