When i open live video stream on youtube the chat on the right side of the video doesn't work, instead it shows this message: "It looks like you're using an older version of your browser. Please update it to use live chat."

Some web sites decide browser features by checking browser's User-Agent HTTP request header against a database of know UAs. If browser's UA is not in such database some of the web site's features may be disabled.

It's like telling your intelligence just by looking at your name, and not actually asking you any questions. Means deciding browser capabilities solely based on User-Agent string which is sent by the browser to the connecting site.
