In Basilisk-20180424, all of my cookie permission exceptions are gone.
(They display nowhere, have no effect - and new ones, though effective for the session, cannot be permanently saved.)

The "Exceptions" window (in custom settings for history) is empty.
They're gone from the "Permissions" pane of "Page Info".

New cookie permissions could be created for the current session, but are gone after a restart.

After rolling back to Basilisk-20180321, the cookie exceptions came back like normal.
(For clarity, brand new exceptions created in v20180424 did not come back, but all earlier ones did.)

Tried a new profile: same result.

It looks like this problem is with ALL permissions.

Pop-up exceptions are gone from their Exceptions window (Preferences > Content > Pop-ups).
Edit: Same for add-on installation exceptions ((Exceptions window: Preferences > Security)
Newly created ones don't survive restart.
The exceptions re-appear with rollback to v20180321.

I navigated to forum.palemoon.org
Opened Page Info > Permissions
Changed every permission listed to a non-default value.

After restart, all of them were back to default values.
(not the case with v20180321).

Exactly what I experience. It's awful. Basilisk 2018.04.24 cannot even remember cookies during an active session. Nor can my extension Cookie Crusher work correctly with this new version of Basilisk. I have several tabs open at all times to my home page which is my favorite site where I spend a lot of time. I have to constantly login when I click on any of the tabs open to that site. The page that the tab was open to disappears and the main page of the site with an error message that one cannot access the IMs unless logged in appears. I have to login countless times. It is such a mess that I cannot use this version at all. Plus, all my precious, extremely long list of cookie exceptions is gone!

Cookie Crusher that I reluctantly installed after Basilisk stopped allowing Ask Me setting for cookies sometime back is also all messed up. It can't remember when I tell it to allow cookies at certain sites. It reverts to no cookies everywhere.

I'm glad I only installed this new version on my older Windows 8.0 Pro computer. i will not install it on my Windows 10 new computer as this is just one of many regressive problems I've encountered. It is a great relief to be back on my Win 10 computer and be using a stable version (even if not the latest) of Basilisk.

Or you can accept that Basilisk is in development, things do break now and then, and complain a little less.

If you think it's awful and exasperating, and is breaking your life, then by all means, don't use beta software.

A bit late posting... This was fixed with release of Basilisk-2018.04.26.
