It's not possible to invoke "save page" dialog in Linux version for pages on this server:

It works in PM portable on Windows.

Works fine for me with PM 28.52 under plain Openbox, under X, under the latest LTS Ubuntu (18.04) plain (installed from the mini.iso, no DE per se), 64 bit. I tried complete web page as html + files & as a maff. Both work as expected. Maybe you're trying to save it to a file system that doesn't allow some of the characters in the filename? Try renaming it in the save dialog.
