Smooth scrolling broken

When "Smooth Scrolling" is checked, the scrolling still happens with no intermediate "sliding" animation.

However, if "Smooth Scrolling" is checked, scrolling becomes delayed while still remaining jerky.

So if I scroll, then a moment later, the page will snap into the new position.

…also seems to be another issue specific to the Steven Pusser builds. (WHAT on EARTH was that guy DOING to his builds?? :shock: )
