When I play this video in palemoon beta2 and skip to about the 1:00-mark the playback stops and the browser keeps using 70% CPU even though I close the window:

The video plays just fine for me, using PM v27.0.0.b2 (x64) Portable.
I tried skipping to 1:00 several times..
The video stopped, but I was able to resume playback without encountering any issue.
CPU usage varied between 1 and 2 %

Have you tried emptying your cache?

Plays normally here at 1080p, no issues with 1:00.

Try Safe Mode, clean profile, Windows Safe Mode (to avoid security software interference etc.)

This happens when flash is disabled. The video starts to play but when skipping the problem still happens here. When I enable flash, there's no problem.

I don't think it is. I tried it on Windows 10 and I'm still having the issue. It might be a problem with html5.
