Don't know the exact problem or what causes it. Does not appear in Firefox 48 or Palemoon 26.
Only time I could say an img is okay for 56K.

Driver: 16.101.1201.1001
Assumed list of devices that should have the same problem as me;
- FX-9830P
- FX-9800P
- A12-9730P
- A12-9700P
- A10-9630P
- A10-9600P
- AMD Radeon R7 M460
- AMD Radeon R7 M440
- AMD Radeon R5 M430
Any of the above should lead to a graphical bug or glitch with Palemoon 27.
#2 problem; The driver is blacklisted thus prevents DXVA(UVD) decoding of h264. (Applies to Tycho and Firefox)
(Device ID in more recent drivers are broken on Windows 10 Redstone 1. So trying to upgrade the driver corrupts Direct2D/Write/DXVA functionality, not your problem.) ((Would be a non-problem if I could update my drivers))
