I've already checked about:config preference services.sync.clusterURL & it is set to
https://pmsync.palemoon.org/sync/index.php/ - any other ideas?

Not without more info... What error message is displayed, exactly? Can you go to
about:sync-log and grab the most recent error log and post that?

Error message is "sync has not been able to complete during the last 14 days". Please check your network settings"

You're using Pale Moon 27.0.3 which doesn't have the current sync serverURL (and as such tries to auth against pmsync.palemoon.net, see log). Please update your browser. 27.0.3 is old and NOT safe to use anymore.
